I am writing a quick start guide for those who doesn't know the Italian language in Management Panel. It is unfinished but it is still work in process and there will be more added on later on, especially for entering the match results.
Also please feel free to correct me if any of my translation from Italian is wrong.

Working out your team budget and buying new players
To take part in the league and tournaments, you must have 16 players in the team - 11 players and 5 substitutes. To make the most out of your team on any given budget, you can have 11 good players and 5 cheap substitutes, a common practice used by most SwosIT players.
To work out your team budget, for example, if you are given €50 million euro to build your team and also to cover the players’ wages.
You need to leave around 10% of the budget for players wages and 90% for buying players. E.g. €50 millions x 90% (or 0.9) = €45 millions to buy the players and creating 3 custom players of your own (optional). Leaving aside €5 millions for wages, more or less.
Creating/editing your custom players - it offers you a couple of advantages:
1) It allows you to be more specific with players’ skills - some skills you don’t need to use and some skills you want to make the most of.
2) To adjust the price/wage of a custom player, you can add/remove the skills points to your required budget. If your custom player is too expensive, edit/remove a few points and click Save to claim some money back into your bank account.
Putting your team into budget
Before you start making some offers for the players in the market, it is best to write down on a rough draft of paper first to decide how much you want to put money into - goalkeeper, defence, midfield and attack and what tactic are you going to use e.g.
If I want to use 442 tactic and it goes like that:
Leaving aside €2 millions (or sometimes bit more) for 5 cheap substitutes = €45 - €2 millions = this leaves remaining €43 million for 11 players below:
GK - €4 millions
RB - €3.5
D - €5
D - €5
LB - €3.5
RW - €3.5
M - €5
M - €5
LW - €3.5
A - €5
A - €5
5 cheap substitutes can be GK, D, RB, RW, M
The above is just one of many examples, some players prefer to spend more on attack, less so on midfield or defence. Some prefer to spend more on goalkeeper and defence and so on.
It doesn't always go according to the plan but this should give you a rough idea of how much you should budget for players. If you happen to buy an attacker for €6 millions euro then you can assume it would be €4 millions for 2nd attacker, instead of planned €5 million euros or alternatively, reduce budget for other part of the team.
Just don’t forget taking your custom players into account if you plan to create them!
Also buying/creating players with skills of a 7 or more will place a greater demand on the wages!
